| Description: | ISN/ECC is the U.S. Governments Executive Agent for the Export Control and Related Border Security (EXBS) program. EXBS is part of the U.S. Governments response to United Nations Security Council Resolution (UNSCR) 1540, assisting foreign governments with implementing effective export control systems to prevent the proliferation of weapons of mass destruction (WMD), their delivery systems, related materials, advanced conventional weapons, and dual-use items. Under this RFA, eligible entities are asked to submit proposals to provide Government of Oman (GOO) strategic trade control officials (and relevant legislative officials) with basic knowledge and reference resources necessary for eventually drafting an effective export control law and implementing regulations. The three-day training event should impart a legal framework and overview of the regulatory process for creating an effective export control system consistent with the policies and practices of the multilateral nonproliferation regimes.The Grantee shall emphasize the critical elements of jurisdiction, control lists, licensing, recordkeeping, violations and penalties, enforcement, interagency coordination, and industry participation. The workshop should draw on successful export control systems around the world and identify the steps needed to draft an export control law for Oman. The workshop should also discuss the purpose and content of implementing regulations and provide best practices and examples of how to craft regulations in an efficient manner to comply with international strategic trade control regimes.
