Additional Information on Eligibility: The Governor of each State has designated a State Administrative Agency (SAA) to apply for and administer the funds under the FY 2009 BZPP. The SAA is the only agency eligible to apply for FY 2009 BZPP funds and is responsible for obligating the BZPP funds to the appropriate local units of government or other designated recipients.

Description: The BZPP is a targeted infrastructure security activity that provides funding to build security and risk-management capabilities at the State and local levels that will help prevent and protect CIKR from acts of terrorism. Specifically, the program helps to implement Buffer Zone Plans (BZPs) by providing funds to support planning and equipment acquisition. BZPs help identify preventive and protective measures that make it more difficult for terrorists to conduct surveillance or launch attacks within the immediate vicinity of high-risk CIKR assets. BZPs are developed in cooperation between DHS and State and local officials and help increase the preparedness capabilities of the local jurisdictions responsible for the safety and security of communities surrounding the high-risk CIKR assets.* Please note that these required forms may fall under either the mandatory or optional document headings in the application package. Please reference the grant guidance document for instructions and specific information regarding attachments.
