The basic principles of the program must include: (1) frequent drug testing; (2) certain, swift, and proportionate sanctions for failed tests; and (3) access to residential treatment, as appropriate. The purpose of this research is to inform and improve criminal justice and public health policy and practice and to reduce recidivism among chronic drug offenders on pretrial status, probation, or parole. |
