| Additional Information on Eligibility:: | This is a Notice of Intent to award a Cooperative Agreement to UT Division of Wildlife Resources, for the purpose of re-establishing Colorado River cutthroat trout (CRCT) in the Sheep Creek drainage, Utah. The drainage is in the Uintah Mountains north of Vernal, Utah and is shared with invasive non-native brook trout. The objective is to eradicate brook trout with rotenone and re-stock CRCT. |

| Description:: | The tasks to be performed under this agreement are as follows: Develop North Slope CRCT brood fish for the North Slope subunit of the Northeastern GMU. To boost brood fish numbers, eggs will be collected during the Sheep Creek Lake egg take. Eggs were also taken from the Little West Fork Black¿s Fork and are being raised at Fountain Green Hatchery, Utah. Fish from the two sources will be stocked into Sheep Creek Lake in 2013 (~500 CRCT). Public notification of the project began in March 2012; presentations were to the Daggett County Commissioners, the U.S. Forest Service and private landowners. Fishing limits for all waters in the Middle Fork Sheep Creek Drainage have been lifted for the summer of 2012. Preparation for the actual treatment is underway, the recipient will and has started to assess equipment and supply needs. Safety equipment, boats and rafts are being equipped to dispense rotenone, and water needs are being calculated by the DWR. When the treatment begins, the recipient will be responsible for all treatment logistics. This includes public notification, assessment of equipment and supplies needed, application of rotenone in accordance to water volumes, transport of equipment, gear and chemical, and rotenone neutralization. The project manager will serve as or designate a project safety officer to monitor all actions associated with the project and take corrective action to remedy unsafe activities. The recipient will also make sure that all personnel involved will receive safety training for chemical application and transportation requirements. Site security will also be the responsibility of the recipient, access to the drainage will be restricted for three days during the treatment by road block at the intersection of the road to McKinnon, Wyoming and Spirit Lake turnoff at Hickerson Park. The recipient will act as lead in all post-treatment tasks, these include transporting equipment, cleanup, post treatment stocking (sterile fishes and CRCT), and monitoring to make sure all non-natives are removed. Nonnative fish will be removed by two rotenone treatments over a 2 year period. This Single Source Award is being made in accordance with Department of the Interior Policy 505 DM 2.14 B #4 Unique Qualifications which allows for award without competition to an applicant. The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability, if applicable, technical expertise, or other such unique qualifications. |
