This Funding Announcement is not a request for applications. This announcement is to provide public notice of the National Park Services intention to fund the following project activities without full and open competition. ABSTRACT Single Source Justification Criteria Cited The Golden Gate National Parks Conservancy has provided science communication and natural resource support to the Golden Gate National Recreation Area. This support has included planning, field, logistical and financial assistance for natural resource projects such as the Big Lagoon wetland and Phleger forest restoration projects as well as program level natural resource protection and communication. They have also helped the Pacific West Region to develop a science communication strategy for the San Francisco Bay Area Network parks. The activity to be funded is necessary to the satisfactory completion of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity. OVERVIEW STATEMENT OF JOINT OBJECTIVES/PROJECT MANAGEMENT PLAN This project provides collaborative support for biological monitoring associated with natural resource restoration projects, inventory and monitoring field and data management assistance. The monitoring work will include insuring compliance with mitigations and conservation measures associated with the natural resource restoration projects. Typical inventory and monitoring activities would include spotted owl and California red-legged frogs. In addition, threats to these two species from barred owls and bullfrogs would be assessed as well. The Parks Conservancy has worked collaboratively on several Golden Gate National Recreation Area restoration projects by providing biological monitoring support. In addition, this agreement provides outreach and science communication support that would make NPS science available to the general public. The Parks Conservancy has considerable involvement in outreach and science communication and provides support to the Golden Gate National Recreation Area in planning and implementing projects throughout the park. The Parks Conservancy provides support to the Golden Gate National Recreation Area by directly communicating with park staff and diverse public audiences about its natural resource projects such as those that are part of the Site Stewardship Program. The Parks Conservancy is currently providing staff, fundraising and financial support to park projects related to the communication of natural resource programs and providing education opportunities for the public that result in resource protection. The Parks Conservancy also supports the Golden Gate National Recreation Area by developing publications that are available through outreach efforts as well as through the visitor centers and park concession stands. The National Park Service, Golden Gate National Recreation Area natural resource staff will work directly with the Parks Conservancy to implement natural resource surveys, resource protection and data management activities. For field surveys the Golden Gate National Recreation Area natural resource staff will provide necessary training and direction and will assist with initial field visits and review of draft products. |
