Additional Information on Eligibility:: Only the following foreign governments (who are completing four year agreements under the announcement IP09-902) may submit applications through their Ministries of Health or other national Government offices responsible for maintaining influenza surveillance systems for human disease: Egypt, Madagascar, Moldova, Nepal, Paraguay, Sri Lanka and Zambia.

The intention of this new announcement, “Sustaining Influenza Surveillance Networks and Response to Seasonal and Pandemic Influenza by National Health Authorities outside the United States,” is to develop sustainable international capacity to prepare for, detect, and respond to an influenza pandemic and to monitor changes in seasonal influenza viruses. This RFA is limited to selected foreign governments based upon their completion of a preceding four year cooperative agreement with CDC for the development of influenza surveillance. The goal of this new award is to allow countries time to develop written and concrete plans and methods to sustain the surveillance systems set up under the first cooperative agreement or program. Plans must include phasing out U.S. Government financial assistance and transitioning to on-going national government support for the routine influenza surveillance networks beyond this five year agreement. By increasing preparedness and response capabilities around the world with the intent of stopping, slowing or otherwise limiting the spread of a pandemic, the U.S. and countries around the globe will be in a better position to protect the health of their citizens. )

Description:: The purpose of this announcement is to provide support and assistance to the foreign governments of Egypt, Madagascar, Moldova, Nepal, Paraguay, Sri Lanka and Zambia to develop and implement sustainable influenza surveillance systems initiated as part of the current cooperative agreement IP09-902. The intent of this program is to provide additional support for countries that began and/or enhanced influenza surveillance networks and the systematic collection of virological and epidemiological influenza information with funding from the prior announcement. Countries are expected to develop and implement detailed plans to assume full responsibility and funding for a robust and timely routine surveillance system for seasonal, novel and pandemic influenza. The systems should have the ability for rapid detection of and response to potential pandemic influenza as well as for monitoring the occurrence and assessing the impact of seasonal influenza in the country. Countries are encouraged to focus on severe respiratory disease surveillance capacity, but are not limited to this strategy. Countries receiving funding must maintain or make progress towards having an active World Health Organization (WHO) National Influenza Center (NIC) laboratory and contribute regularly to the Global Influenza Surveillance and Response System (GISRS). Counties will be required to develop and implement a plan to phase out United States (U.S.) government financial assistance for their influenza surveillance systems over the five years of this new cooperative agreement. This will not preclude future technical collaboration once the cooperative agreements have ended or eligibility for other U.S. government sponsored FOA’s related to influenza (e.g. those related to research or influenza prevention and control policy development).
