HUD is providing guidance for Collaborative Applicants on the registration process for the FY 2013 CoC Program Competition. This Notice outlines the functions and requirements in e-snaps and offers information for preparing for the competition, including HEARTH Act amendments to the McKinney-Vento Act. The registration process is specific to Collaborative Applicants, not project applicants or private individuals. HUD advises against private individuals attempting to register or apply for funding. Referencing the CoC Program interim rule is recommended in conjunction with this Notice.
