Eligible Applicants: Others (see text field entitled “Additional Information on Eligibility” for clarification)
Additional Information on Eligibility: If you are a nonprofit organization, you must also satisfy the nonprofit requirements established in the definition for eligible nonprofit organization found in 24 CFR 574.3 and in the definitions section of this Program NOFA. To be eligible for a new grant for an existing HOPWA project, a project that does not qualify for renewal as a permanent supportive housing project, such as the transitional housing demonstration grants funded under the FY2005 NOFA, or a grantee that wishes to significantly change an existing project, the project must meet all program requirements. Existing HOPWA projects that show poor performance or unresolved grants management issues up to the date of the public announcement of awards under this NOFA will not be funded. Unresolved problems may include: (1) HUD knowledge that activities approved under a grant agreement remain significantly delayed in their implementation; (2) A significant number of the housing units approved under a grant agreement are vacant; (3) Required annual progress reports are not timely filed with HUD; (4) Unresolved actions pending under a HUD notice of default on your current grant or significant citizen complaints are unresolved or not responded to with justified reasons.
3. General Eligibility for Applicants and Sponsors. States, units of general local government, and nonprofit organizations may apply under the SPNS grants category to propose new projects or to obtain additional funding for existing projects that do not qualify as permanent supportive housing renewal grants.
States and units of general local government may apply under the “Long-term” category, if the project entails housing activities in areas that did not receive or are not designated to receive HOPWA formula allocations in FY2008 or if the government agency is not eligible to receive formula funds and will serve a balance of state area outside of any EMSA. Nonprofit organizations are not eligible to apply directly for Long-term grants, but may serve as project sponsors for an eligible state or local government applicant.
