Description::	NOTICE OF INTENT TO AWARD This Funding Announcement is not a request for applications. This announcement is to provide public notice of the National Park Service’s intention to fund the following project activities without full and open competition. OVERVIEW Per 16 U.S.C. §470x-2 Establishment of National Center, the National Center for Preservation Technology and Training (NCPTT) is established within the Department of the Interior and is located at Northwestern State University of Louisiana in Natchitoches, Louisiana. The purposes of the Center shall be to: – Develop and distribute preservation and conservation skills and technologies for the identification, evaluation, conservation, and interpretation of prehistoric and historic resources; – Develop and facilitate training for Federal, State and local resource preservation professionals, cultural resource managers, maintenance personnel, and others working in the preservation field; – Take steps to apply preservation technology benefits from ongoing research by other agencies and institutions; – Facilitate the transfer of preservation technology among Federal agencies, State and local governments, universities, international organizations, and the private sector; and – Cooperate with related international organizations including, but not limited to the International Council on Monuments and Sites, the International Center for the Study of Preservation and Restoration of Cultural Property, and the International Council on Museums. In accordance with 16 U.S.C. §470x-2(e) Assistance from Secretary, the Secretary (Secretary of the Interior) shall provide the Center assistance in obtaining such personnel, equipment, and facilities as may be needed by the Center to carry out its activities. Cooperative Agreement H2210100307 was entered into by the U.S. Department of the Interior, National Park Service (NPS), and the Northwestern State University of Louisiana (NSU) on September 21, 2010. Through the cooperative agreement, applicable projects or activities are individually authorized by separate task agreements. RECIPIENT INVOLVEMENT NSU agrees to: – Provide staff support to NCPTT in order to carry out undertakings of joint interest in furtherance of the goals of the cooperative agreement and in compliance with Title IV of the National Historic Preservation Act. – Reimbursement on an actual cost basis will be provided for travel undertaken by NSU staff supporting NCPTT. – Reimbursement on an actual cost basis will be provided to NSU for custodial, exterminating, and other needed building maintenance services at Lee Nelson Hall, the office building for NCPTT. – Provide partial (50%) funding for a joint faculty position. This position will be a fully benefited non-classified, 12-month term faculty position at NSU. – Provide research assistant internships for summer, fall or spring semester from their wages-of-labor hiring system. – Provide on actual cost basis assistance and support in disseminating research results and other NCPTT-related projects. NSU will design, edit, prepare, print or distribute both general and technical publications subject to approval by NCPTT. – Provide logistical support for the NCPTT Training Institute, including providing instructors or contracting for their professional services, collecting student fees, and providing short-term housing in NSU dormitories (pending availability). – Provide NCPTT with on campus storage for some items that cannot be easily stored in NCPTT¿s headquarters, Lee Nelson Hall. NATIONAL PARK SERVICE INVOLVEMENT Substantial involvement on the part the National Park Service is anticipated for the successful completion of the objectives to be funded by this award. In particular, the National Park Service will be responsible for the following: – Involvement with the Recipient in describing the goals, jointly developing the scope and the activities to be accomplished. – Selecting projects, providing orientation to part resources, overseeing assignments, teaching new skills, distributing tools and equipment and providing technical assistance and safety training. – Providing the services of a Program Coordinator to serve as liaison to (the Recipient) for the work under this agreement. This includes consulting and working specifically with the Recipient’s program coordinator and team leaders on recruitment, interviewing and recommending appropriate candidates. SINGLE-SOURCE JUSTIFICATION The National Park Service did not solicit full and open competition for this award based the following criteria: (3) LEGISLATIVE INTENT Single Source Justification Description: THIS IS A NOTICE OF INTENT TO AWARD This is a Task Agreement, P13AC01177, under Cooperative Agreement H2210100307, in the amount of $374,915.88 with a period of performance from date of award through December 31, 2014. STATUTORY AUTHORITY 16 U.S.C. §1g Cooperative agreements The National Park Service may in fiscal year 1997 and thereafter enter into cooperative agreements that involve the transfer of National Park Service appropriated funds to State, local and tribal governments, other public entities, educational institutions, and private nonprofit organizations for the public purpose of carrying out National Park Service programs pursuant to section 6305 of title 31 to carry out public purposes of National Park Service programs. 16 U.S.C. §470x-2(e) Establishment of National Center – Assistance from Secretary The Secretary shall provide the Center assistance in obtaining such personnel, equipment, and facilities as may be needed by the Center to carry out its activities.
