This grant is awarded to the University of Alaska Fairbanks for conducting oral history interviews in Upper Tanana communities to update the Wrangell-St. Elias Project Jukebox. The program aims to make historical interviews easily accessible through a web-based platform. The grant will cover the design of a new website format, conducting interviews, and incorporating materials into the Jukebox. JUSTIFICATION FOR OTHER THAN FULL AND OPEN
COMPETITION (or SINGLE SOURCE) FOR DISCRETIONARY COOPERATIVE AGREEMENTS

BACKGROUND: Wrangell-St. Elias Project Jukebox Additions

This project is part of an ongoing program to record and then make available to the public through an easily accessible web-based interface oral history interviews with local residents with ties to Wrangell-St. Elias National Park and Preserve (WRST). The original Project Jukebox for WRST was created in the 1990s by the Oral History Program at the University of Alaska Fairbanks. In 2007, the Upper Tanana Ethnographic Overview and Assessment recommended adding the Upper Tanana communities to the Jukebox. Most of these communities were not part of the park�s resident zone at the time that the original WRST Jukebox was created. The other issue to emerge in recent years is the need bring the park�s jukebox up to current industry standards for web page design, including those related to accessibility. The project addressed in this Task Agreement will accomplish both objectives.

1) 505 DM 2 Single Source – Only one responsible source will satisfy agency requirements.

� The source is the Oral History Program (OHP) at the University of Alaska Fairbanks (UAF). The program was established in 1981 to collect and curate audio and video recordings that relate to various aspects of Alaska’s history and the people who have contributed to its rich heritage. Project Jukebox is the digital branch of the Oral History Program at the University of Alaska Fairbanks.
� OHP staff designed and implemented the Project Jukebox concept. The OHP created and manages the Project Jukebox web site. They also created the original Project Jukebox collection for WRST.
� OHP/UAF staff have already established contacts in the Upper Tanana communities through their work on other projects.

2) Nature and description of the deliverable required to meet the agency�s needs:

The base year is Fiscal Year 2011 and the project is anticipated to continue for three to five years. (Three years of funding are planned.) Base cost for FY2011 is $26,025.

Year One:
� April 2011-March 2012: Design new format for the Wrangell St-Elias Project Jukebox website to bring it up to current industry standards for aesthetics, accessibility and navigation. Transfer material from old to new site.
� May-June 2011: Make initial contact with village councils in Tok, Northway and Tanacross to inform them about the project and begin to coordinate for meetings and interviews.
� June-July 2011: Conduct informational meetings in Tok, Northway and Tanacross to inform the public about the project and to find potential interviewees.
� August 2011-March 2012: Conduct interviews in Tok, Northway and Tanacross for a total of about ten interviews.
� October 2011-March 2012: Begin to incorporate the new interviews into the Project Jukebox website format including relevant historic photos and films from the UAF Archives and/or WRST Archives.

In Year 2 (April 1, 2012 – March 30, 2013), the revised website will be completed, the remaining Year 1 interviews will be added to the website, and contacts will be made in the remaining three communities of Dot Lake, Healy Lake, and Tetlin according to the same tribal council contact and village presentation procedures followed in Year 1. Some oral history interviews will be conducted in these villages and added to the website.

In Year 3 (April 1, 2013 – December 31, 2014), the final interviews will be conducted and all recordings, transcripts and associated historic photos and films will be incorporated into the final Project Jukebox website.

3) Criteria for justifying award without competition. In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria. Please explain which criterion specifically addresses the proposed agreement.

� Continuation � This Task Agreement is a continuation of a program and a relationship between NPS and UAF OHP that began in the 1990s.

� Unique Qualifications � the UAF OHP is uniquely qualified to complete this project. The program hosts the Project Jukebox web site and is the originator of the project. It is the only source with this specific technical expertise and experience to complete the project in a timely and cost effective manner.

4) A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted:

Market research was not conducted as this project is the continuation of an existing program. There is no open market for this deliverable.

5) Any other facts supporting the use of other than full and open competition:

16 U.S.C. �1a-2(j) authorizes the National Park Service to enter into cooperative agreements with public or private educational institutions, states, and their political subdivisions for the purpose of developing adequate, coordinated, cooperative research and training programs concerning the resources of the National Park System. Pursuant to such agreements, the cooperator may accept from or make available to the National Park Service technical and support staff, financial assistance for mutually agreed upon research projects, supplies and equipment, facilities, and administrative services relating to cooperative research units as the Secretary deems appropriate.

16 U.S.C. �1g authorizes the NPS to enter into cooperative agreements that involve the transfer of NPS appropriated funds to state, local and tribal governments, other public entities, educational institutions, and private nonprofit organizations for the public purpose of carrying out National Park Service programs.

16 U.S.C. �5933 authorizes and directs the Secretary to inter into cooperative agreements with colleges and universities, including but not limited to land grant schools, in partnership with other federal and state agencies, to establish cooperative study units to conduct multi-disciplinary research and to develop integrated information.
