This Funding Announcement is not a request for applications. This announcement is to provide public notice of the National Park Services intention to fund the following project activities without full and open competition. ABSTRACT Recipient Golden Gate National Parks Conservancy Total Anticipated Award Amount $24,900 Single Source Justification Criteria Cited Golden Gate National Parks Conservancy (GGNPC) has entered into a Basic Cooperative Agreement to carry out the public purposes of NPS, Golden Gate National Recreation Area (GGNRA) programs. GGNPC is also uniquely qualified to provide this assistance because of the technical assistance provided by professional staff members, potential for cost sharing, ability to utilize membership and outreach networks to assist with public involvement. OVERVIEW STATEMENT OF JOINT OBJECTIVES/PROJECT MANAGEMENT PLAN This project proposes to maintain, repair and replace regulatory, pedestrian and vehicular wayfinding signs along critical trail and road corridors located within GGNRAs trails and roads system, funded through the Recreational Fee Program (Rec Fee). This project is taking place concurrently with the trails and roads maintenance efforts being performed by Park staff. Work will include fabricating and replacing approximately 130 pedestrian and vehicular wayfinding and regulatory signs. A. The Parks Conservancy (GGNPC) agrees to: 1. Coordinate a work schedule with the NPS and provide sign maintenance activities in conjunction with development of an overall trails and roads maintenance plan. 2. Purchase all needed supplies and materials needed to perform sign maintenance tasks. 3. Recruit and hire staff to perform sign installation work. 4. Work with NPS to ensure that staff have opportunities for training in 5. Encourage staff to participate in environmental education programs 6. Provide a full-time on-site supervisor competent in the kind of work required to B. GGNRA Agrees to: 1. Provide financial assistance as provided for in Article VI. 2. Perform all required environmental and cultural resource compliance work prior to permitting the GGNPC work crew to begin work on a project. 3. Provide technical expertise, logistical and facility support to GGNPC personnel. Participate with GGNPC in over all project management and monitoring as available and necessary to perform projects on lands managed by the Park. 4. Assign an appropriate NPS employee to monitor the ongoing work, to respond to questions about the nature and goals of the project, and act as an on-site liaison among the parties. 5. In collaboration with GGNPC, provide interpretation and education programs for the staff accomplishing projects on NPS lands to enhance the environmental awareness of participants. 6. In conjunction with GGNPC, review and approve each phase of projects prior to the commencement of subsequent phases. 7. Complete GGNPC project-related forms in conjunction with project. C. Both Parties Acknowledge and Agree to: 1. Cooperate in the design and implementation of a program of conservation-related projects. 2. Utilize other agencies and organizations to assist with providing technical expertise for conservation projects undertaken. 3. Undertake pre-project and closeout briefings for each project. 4.
