The Services Indian Policy and Secretarial Order No. 3206 provide that the Service will assist tribes in developing and expanding tribal conservation and management programs, assist tribes in identifying funding sources for fish and wildlife resource management, and pursue intergovernmental agreements to formalize arrangements involving sensitive species. This Cooperative Agreement is entered into between the Service and the San Carlos Apache Tribe, to foster cooperation between the Service and the Tribe in Mexican wolf monitoring and management (which includes removal of wolves as set forth in the Mexican wolf final rule (63 Fed. Reg. 1752, January 12, 1998)). In the Mexican wolf final rule, the Service did not propose or approve Mexican wolf recovery on tribal lands which includes the San Carlos Apache Reservation. However, the Service and the Tribe have identified Mexican wolves that range onto the San Carlos Apache Reservation and cause some harm to Reservation livestock. The Tribe shall use funding provided by the Service to train designated Tribal personnel and to monitor and document movements, locations, and activities of Mexican wolves that enter or inhabit the Reservation in a manner consistent with methodologies and protocols used by the IFT for the purpose of ensuring that wolves that enter the Reservation are managed (including removal) in a manner that is consistent with the provisions of the Mexican wolf final rule (63 Fed. Reg. 1752, January 12, 1998). On January 12, 1998, the Service issued the Final Rule announcing its decision to reintroduce Mexican wolves into the Blue Range Wolf Recovery Area in eastern Arizona, and designated them as an experimental, non-essential population. The San Carlos Apache Reservation lies outside, but immediately adjacent to, the western boundary of the wolf recovery area. As justification for Single Source Determination, in accordance with Department of the Interior guidance (505 DM 2.14) USFWS Region 2 provides notice of its intent to make a single-source award for Phase 1, in the amount of $40,000.00, via a cooperative agreement with San Carlos Apache Tribe to foster cooperation on a government-to-government basis in Mexican wolf monitoring and management. Additional awards and amendments are dependent on available funds. The San Carlos Apache Tribe is uniquely qualified to perform the activities based upon location and property ownership.
