| Description: | The United States Agency for International Development (USAID) is seeking applications for an Assistance Agreement for funding a program entitled Strengthening Civic Education in Primary Schools, as more specifically described in Section C-Program Description. The authority for this RFA is found in the Foreign Assistance Act of 1961, as amended.
The Recipient will be responsible for ensuring achievement of the program objectives as described in the program description. Please refer to the Program Description for a complete description of goals and expected results. Pursuant to 22 CFR 226.81, it is USAID policy not to award profit under assistance instruments. However, all reasonable, allocable, and allowable expenses, both direct and indirect, which are related to the grant program and are in accordance with applicable cost standards (22 CFR 226, OMB Circular A-122 for non-profit organization, OMB Circular A-21 for universities, and the Federal Acquisition Regulation (FAR) Part 31 for for-profit organizations), may be paid under the agreement. Subject to the availability of funds, USAID intends to provide approximately $8,930,000 total USAID funding to be allocated over the five-year period to support these activities in two phases: 1 ½ years (phase I) and 3 ½ years (phase II). The duration and continuation of phase II will depend on the availability of funds and the effectiveness of the program during the first 1 ½ to 2 years. 1 ½ years after signature of the award the recipient must prepare and submit to the Agreement Officer a written non-competitive Continuation Application for review and approval for the second phase. |
