USAID/Vietnam Grant for Enhancing Services for the Disabled in Danang and Surrounding Areas

This APS is issued as a public notice to ensure that all interested and qualified organizations have a fair opportunity to submit applications for funding. Eligible organizations could include, for example, foundations, non-governmental organizations, faith-based organizations (FBOs), community-based organizations (CBOs), host country organizations, private organizations affiliated with public academic institutions and international non-governmental organizations, private companies, professional associations and consortiums of the above. FBOs and CBOs, in particular, are strongly encouraged to submit applications. USAID has published in the Federal Register (Vol. 69, No. 202/Wednesday, October 20, 2004/Rules and Regulations) new regulations on participation by FBOs in agency programs. Applicants are required to have a Dun and Bradstreet Data Universal Numbering System (DUNS) number to apply for a cooperative agreement from the U.S. Federal government. The DUNS number is a nine-digit identification number, which uniquely identifies business entities. If a non- U.S. organization does not hold a DUNS registration number at the time of application, a partner with a DUNS number can be the primary recipient. A non-U.S. organization that does not have a DUNS number can contact USAID/Regional Development Mission Asia (USAID/RDMA), in Bangkok, Thailand for the appropriate form. If a consortium is proposed, at least one partner must meet the above eligibility requirements.

USAID/Vietnam is currently seeking concept papers from qualified non-governmental organizations capable of designing and implementing model projects that will provide support to people with disabilities in Danang and surrounding areas. Programs and activities could include, but are not limited to enhancing earlier intervention for those who are disabled, providing support to existing rehabilitation clinics and services, expanding access of people with disabilities to essential health and education services, initiating or strengthening community based rehabilitation services and support, improving income generation and employment opportunities, strengthening the capacity of local organizations to provide services, improved community-based information around reducing risk exposure, and surveillance and prevention of disability.
