Additional Information on Eligibility: Any commercial, international, educational, or non-profit organization(s), including any faith-based, community-based, or public international organization(s) capable of successfully conducting scientifically-valid research is eligible to apply. However, the Applicant (which in the case of an Association, includes all members of the Association) is not allowed to charge a fee (profit). Applications from foreign governments and entities that are agencies of, or operated by or for, a foreign state or government will not be considered.

Description: USDOL/ILAB announces the availability of funds to be awarded by a cooperative agreement to a qualifying organization and/or partnership of more than one organization, known as an Association(s) (hereinafter collectively referred to as “Applicant(s)”) for the purposes of conducting research on forced labor in the production of a good or goods in Argentina, Bangladesh, the Dominican Republic, Liberia, and four (4) additional countries as specified in this notice, and developing strategies to assist governments, industries, and/or third parties in taking action to address these problems. Research funded under this solicitation will involve the collection and analysis of data and information in order to answer the research questions outlined in this solicitation, and consultation with appropriate stakeholders to identify and develop tools, initiatives, and good practices to combat these problems. The proposed research will aim to complement and expand upon existing research on the use of forced labor in the production of goods. Applicants must respond to the entire Scope of Work outlined in this solicitation. USDOL/ILAB is authorized to award and administer cooperative agreements for this purpose by the Department of Labor Appropriations Act, 2008, P.L. 110-161 (2007). Cooperative agreements awarded under this solicitation will be managed by USDOL/ILAB’s Office of Child Labor, Forced Labor, and Human Trafficking (OCFT). The duration of the project funded by this solicitation is 3 years. The start date of program activities will be negotiated upon award of individual cooperative agreements but will be no later than September 30, 2008.
