| Additional Information on Eligibility:: | In selecting eligible applicants to receive grants under this announcement, priority will be given to entities that have experience in providing shelter and services to runaway, homeless or street youth as required by the RHY Act. Eligible applicants will need to describe how they sufficiently demonstrate having prior experience in providing services to runaway, homeless and street youth. Applicants will need to address this in Section V.1 (Organizational Profiles II). Priority will be identified by receiving 3 points as this is the maximum amount of possible points allotted for this criterion. Faith-based and community organizations that meet eligibility requirements are eligible to receive awards under this funding opportunity announcement. Individuals, foreign entities, and sole proprietorship organizations are not eligible to compete for, or receive, awards made under this announcement. |

| Description:: | The Administration for Children and Families’ (ACF), Administration on Children, Youth and Families’ (ACYF), Family and Youth Services Bureau (FYSB) is accepting applications for the Basic Center Program (BCP). The purpose of the BCP is to provide an alternative for runaway and homeless youth who might otherwise end up with law enforcement or in the child welfare, mental health, or juvenile justice systems. The Administration on Children, Youth and Families is committed to facilitating healing and recovery and promoting the social and emotional well-being of children, youth and families who have experienced maltreatment, exposure to violence, and/or trauma. This funding announcement and other discretionary spending this fiscal year are designed to ensure that effective interventions are in place to build skills and capacities that contribute to the healthy, positive, and productive functioning of children and youth into adulthood.The BCP works to establish or strengthen community-based programs that meet the immediate needs of runaway and homeless youth and their families. The programs provide youth up to age 18 with emergency shelter, food, clothing, counseling and referrals for health care. Most basic centers can provide up to 21 days of shelter for a maximum of 20 youth at a time. There are exceptions for jurisdictions that have different standards for licensing. Basic centers seek to reunite young people with their families, whenever possible, or to locate appropriate alternative safe placements. ***The following changes have been made as modifications to this announcement:(1) Appendix B – the amounts shown for the District of Columbia and Maryland had to be adjusted, both for continuations and new awards. This resulted in there being $140,580 less available than originally anticipated for Region III and correspondingly the same amount less available than originally anticipated for the BCP Program. |
