The Golden Gate National Parks Conservancy and Golden Gate National Recreation Area are collaborating to enhance multi-modal safety and wayfinding improvements for national park lands in San Mateo County. This grant aims to support planning for the Highway 1 Mobility Study and the development of a wayfinding plan for various national park sites. The GGNPC will work closely with the GGNRA staff to address transportation challenges and improve visitor experience through efficient circulation and signage. Description:: The GGNRA has asked the GGNPC to assist the park in support of planning that is of mutual interest or for which there is collaboration between GGNRA and which will benefit the public. The GGNRA and the GGNPC are mutually interested in and have determined it necessary to cooperate in a collaborative effort in a variety of alternative transportation planning and public outreach tasks and collaboratively produce planning products including studies, reports, concepts plans, environmental analyses, etc. Anticipated planning tasks involve a sufficient degree of complexity, urgency, and promise to compel a joint effort in order to ensure success. GGNRA staff and GGNPC staff will each bring expertise to the work of the tasks identified in this agreement. GGNPC staff will provide technical expertise, participate in planning and project teams, and bring additional expertise as requested.
ARTICLE II – AUTHORITY

16 U.S.C. §1g authorizes the NPS to enter into cooperative agreements that involve the transfer of NPS appropriated funds to state, local and tribal governments, other public entities, educational institutions, and private nonprofit organizations for the public purpose of carrying out National Park Service programs.

ARTICLE III -STATEMENT OF WORK

Project Objectives and Descriptions

The primary objective of this project is for the Parks Conservancy and GGNRA to collaborate through coordinated planning teams consisting of both NPS and GGNPC staff and contracted support services to plan for multi-modal safety and wayfinding improvements for San Mateo County national park lands. This effort will complete planning documents to improve circulation and signage for sites in the newly established parklands in San Mateo County.

GGNPC will work with GGNRA staff to develop more detailed scopes of work and obtain GGNRA concurrence on use of funds consistent with this agreement.

GGNPC shall perform the following tasks:

1. Provide assistance in planning for Highway 1 Mobility Study. The planning efforts will include coordinating with the County of San Mateo, Caltrans, and other stakeholders on the development of an access plan in the Highway 1 corridor adjacent to Rancho Corral de Tierra to complement and complete the County’s Highway 1 Mobility Study draft plan, addressing national park lands in more detail. The San Mateo Highway 1 Mobility Study is a project being completed in partnership with the County of San Mateo, Caltrans, NPS, and other stakeholders of the Highway 1 corridor in the vicinity of Rancho Corral de Tierra that are accessed by the Highway 1. This task will focus on national park lands in the study area, identify transportation challenges in the corridor for all modes (vehicle, transit, bicycle, pedestrian, equestrian) including safety and operational problems, and identify more detailed solutions and implementation strategies. 2. Provide assistance in the development of a wayfinding plan for San Mateo national park site locations. The lack of wayfinding elements is a cause of concern for visitor safety, experience, and mobility. The plan will identify the location, content, style, costs, design, and other aspects as necessary. The wayfinding plan will address wayfinding and circulation for all San Mateo County GGNRA parkland sites including Milagra Ridge, Sweeney Ridge, Mori Point, Pedro Point, Rancho Corral de Tierra, and Phleger Estate. It will identify the improvements needed at each of these sites and will include wayfinding directional signs from nearby public roads to the park destination. ($20,000 – Account # 8140-P124-579)

GGNRA agrees to:
1. Provide financial assistance as provided for in Article VI.
2. Assist with the formation of and participate on planning and project teams comprised of GGNRA and GGNPC staff that will meet regularly and work collaboratively on identified planning tasks, and collaboratively develop project goals and task details.
3. Provide assistance with planning, community outreach and with technical assistance from appropriate and qualified GGNRA and other National Park Service staff.

4. Manage all compliance and public review processes required pursuant to statute, regulation, and National Park Service or GGNRA policy and guidelines, including public meetings, comment, and consultation with appropriate organizations.
5. Provide a timely response to the GGNPC on issues and matters that are presented to the GGNRA for decision or guidance.
6. Provide funding annually, if available from Congress, to assist with the planning, design, community engagement.
Both Parties Agree and Acknowledge to:

1. Create a cooperative partnership to maximize the benefits from the project accomplished by both organizations.

2. In partnership plan, design, engage the community coordinated by a team of professional project managers on mutually agreed upon planning tasks.

3. Assist with the formation and on-going support of Core and Extended Teams comprised of GGNRA and the Parks Conservancy staff that will meet regularly and work collaboratively. Obtain services of specialists for technical assistance required for planning.
4. Consult and obtain agreement on detailed scope of work meant to solicit contractors to complete tasks in Article III.
ARTICLE IV- TERM OF AGREEMENT

1. This task agreement shall become effective upon date of signature and remain in effect through March 31, 2014, subject to availability of funds.

2. This task agreement may be modified by the written mutual agreement of the parties.
