Applications will be considered from all 50 states, the District of Columbia, the Commonwealths of Puerto Rico and the Northern Marianas Islands, the Virgin Islands, Guam, the Republic of the Marshall Islands, the Federated States of Micronesia, and American Samoa. This program is authorized by Public Law (P.L.) 111-117 and 15 U.S.C. 657d©. There is a one proposal per state limitation on this competition. Only one proposal from each state may be submitted to the SBA for consideration and this application must have an original, signed Letter of Endorsement from the State Governor (Mayor for the District of Columbia). Please note that all Technical Proposals must be 25 pages or less double spaced. Eligible applicants include, but are not limited to, state and local Economic Development Agencies, colleges and universities and Small Businesses Development Centers. Funds will be provided to conduct programs for a 12-month performance period. Applications/proposals must be submitted via the internet at http://www.grants.gov/ and must be validated and accepted by 11:59 p.m., Eastern Daylight Time (July 9, 2012). by the Division of Procurement and Grants Management.
